JOB DESCRIPTION FOR VOLUNTEERS ON CFID/AHNi PROJECT
CFID Taraba is a sub-awardee under the National Aligned HIV/AIDS Initiative (NAHI)-KP Program.
Target group: Key Population (KP); people who inject drugs (PWID)
Location: The project will be implemented in all 16 LGAs in Taraba State.
Program Officer
- Ensure all community KP – based activities are successfully conducted.
- Write and compile all program activities to the Senior Program Officer between 25th – 27th of every month.
- Ensure 95% target are reached across the 90 90 90 goals. This will be measured at the end of every month. The role is performance based and driven.
- Provide support to Community Facilitators, Outreach Workers, and Case Managers to ensure the quality of data and participate in quarterly data quality assurance meetings.
- Provide regular feedback to community members and participate in engagement with stakeholders.
- Mobilize KP for quarterly community town hall/internal stakeholder meetings; also harmonize issues to be discussed during these meetings.
- Work with the OSS team, KP secretariat, and State government to effectively deliver on all project objectives.
- Support Community HIV Prevention and Linkage (1st 90), Treatment, Care, Support, and Retention (2nd 90) and Viral Suppression (3rd 90).
- Program officer must be a member of the KP community and will be responsible to CFID Senior program officer and CFID Senior Monitoring and evaluation officer on all activities under the KP project.
Required Knowledge and skills.
- Relevant experience working on KP community-based HIV related interventions.
- Experience on HIV/AIDS program planning and implementation at the community, especially KP community in Taraba would be an added advantage.
- Demonstrated knowledge of strategic planning, administrative and financial management systems.
- Skilled in organizing resources, establishing priorities, and ensuring successful implementation of HIV programs.
- Ability to work across various projects and provide tactful support with minimal supervision.
- Good Human relations especially with host community and KP target population
- Ability to coordinate and organize meetings and other related activities.
- Excellent report writing
- Strong interpersonal and communication skills, including writing skills.
- Flexible (readily available at time of any activity)
- Computer literacy.
- Ability to speak local languages in Taraba state.
- Understand and respect host community values and respect the rights and values of KP community.
- Ability to gather and analyze statistical data and generate reports.
Outreach worker:
- Map and identify KP hotspots.
- Mobilize KPs for the conduct of targeted mobile HIV testing services.
- Conduct HIV Testing Services (HTS) including partner notification services, HIVST, risk profile-based testing services.
- Coordinate the promotion, provision, and distribution of male and female condoms and water-based lubricants.
- Mobilize eligible community members to access PrEP in the community as well as referral to established One Stop Shops.
- Implement community based STI screening, prevention, and Management for KP members.
- Implement Community-based PMTCT services and referrals.
- Refer and link all newly identified HIV-positive KPs to the CART and OSS
Case manager:
- Ensure all clients are Initiated on ARVs/Link all identified positives in the community to CART/OSS.
- Provide/refer for clinical services including STI screening, treatment and other sexual reproductive health services.
- Work with treatment facilities and establishments (One Stop Shops and/or cART teams) to initiate same-day, same-site commencement of Anti-Retroviral Therapy (ART) for positive KPs through accompanied referral and monitor adherence.
- Provide Community-based PMTCT services/referral to a facility.
- Provide community-based TB/HIV services and referrals to DOT Clinics
- Provide community-based viral load services (Sample collection, packaging, and transport) to an OSS/PCR Laboratory
- Provide adherence support for HIV-positive KPs; follow up and report on retention in care as well as viral load suppression.
Community facilitator:
- Facilitates all community entry activities and community outreaches.
- Could also support and participate in other community activities such as conduct of targeted mobile HIV testing.
- Mobilize KP for quarterly community town hall/internal stakeholder meetings.
- Facilitate review meetings with other volunteers.
- Collect and collate quality data of KPs.
Required Skills for all three roles.
- Good Human relations especially with host community and KP target population
- Demonstrate knowledge and experience in HIV counselling, testing and enrolment for key populations in line with national guidelines and best practices.
- Ability to coordinate and organize meetings and other related activities.
- Excellent report writing
- Strong interpersonal and communication skills.
- Flexible (readily available at time of any activity)
- Computer literacy.
- Ability to speak local languages in Taraba state.
- Understand and respect host community values and respect the rights and values of KP community.
- Qualified applicant from KP community (PWID) will be given priority consideration.
